Report for the European Parliament: ‘The EU Budget for Gender Equality’

Abstract: Budgets are not gender neutral. Public spending and revenue collection decisions (such as tax and welfare policies) make significant impacts on the social and economic positions on men and women. This report proposes a gender sensitive approach to the European Union’s budgetary process. The report suggests a robust methodology for gender sensitive budgeting informed by the capabilities approach. The report provides the first-ever comprehensive analysis of the European Union’s budget in the light of this methodology.
